The connection, charging method, available power and cable all support the device as expected.
The device can charge, but one part of the setup prevents it from reaching the charging performance you expect.
A key requirement is missing, so the setup cannot provide the charging connection or behaviour your device requires.
The important distinction
Think of compatibility in layers: connection → charging support → charging performance. Passing the first layer does not automatically mean the device will charge at its preferred speed.
Connector vs Function
USB-C describes the physical connector. It does not tell you everything that the port can do. Two ports can look identical while supporting different combinations of charging, data and display functions.
A USB-C port may be present primarily for data transfer, accessories or other device functions. The connector alone does not prove that the device can accept charging through it.
Some USB-C ports support displays, docks or data functions. A port offering those features does not automatically mean it also accepts power for charging the device.
When the device is designed to accept charging through USB-C, a compatible power bank can supply power through that connection — subject to protocol, cable and power support.

The same compatibility framework applies to every device, but the most important checks change depending on what you are charging. Phones are usually the simplest; laptops need the most careful compatibility check.
Most modern phones are relatively easy to charge from a power bank, but fast-charging behaviour can vary between devices and charging standards.
